On October 24, 1979, a group of publishing industry stakeholders decided to form the Book Development Association of the Philippines to address the many problems confronting the local book industry. Spearhead by Manuel Valdehuesa, the group included Louie Reyes (who was eventually elected as president), Jesus Ernesto Sibal, Romeo Virtusio, Frances Viana, Florendo Garcia, Franco Patriarca, Herbert Veloso, Jose Benedicto, Francisco Arcellana and Socorro Ramos. Among the other pioneering members are Esther Pacheco, Felicito Abiva, Eduardo Makabenta, Benjie Ocampo, Manuel Cancio, Pacifico Prieto and Lirio Sandoval.
